Replacement of a SIM (Surat Izin Mengemudi — the Indonesian driving licence) applies in two situations: a lost SIM, and a SIM damaged to the point that its data or photograph can no longer be read. Both result in a replacement SIM, not a new SIM.
Validity Period of the Replacement SIM
This is the part most often misunderstood. A replacement SIM continues the remaining validity period of the lost or damaged SIM — its validity is not recalculated as a fresh 5 years. If only a few months of validity remain, the applicant will need to arrange a renewal separately afterwards.
A SIM That Has Passed Its Validity Period
If the lost SIM turns out to have already passed its validity period, the replacement procedure cannot be used. The applicant must follow the procedure for issuing a new SIM, including the theory and practical tests.
The Police Loss Report
The receipt for a police loss report is issued by a police office and is a mandatory requirement. This receipt has a validity period, so it is best not to delay the replacement process too long after the report is filed.
Warning
There is no official service that issues a replacement SIM without the applicant being present for biometric identification. Offers to handle the process remotely without attendance are an indication of an illegal practice.
Required Documents
- Surat Tanda Penerimaan Laporan Kehilangan (STPLK — the police loss report receipt) from the Police (if lost)
- The physical damaged SIM (if damaged)
- Original KTP (Kartu Tanda Penduduk — the Indonesian national identity card) and a photocopy
- Certificate of physical and psychological fitness
Service Procedure
- File a loss report at the nearest police office to obtain a receipt for the police loss report.
- Prepare the original KTP, the loss report, and a photocopy of the old SIM if you still have one. For a damaged SIM, bring the damaged physical card.
- Come to the issuing Satpas or the nearest Satpas in accordance with the applicable rules.
- Submit the documents at the counter so that the data can be verified against the Satpas database.
- Pay the SIM issuance PNBP for the relevant class.
- Complete biometric identification again.
- Receive the replacement SIM. Its validity follows the remaining validity of the lost or damaged SIM; it is not recalculated as a fresh 5 years.
