Applying for a new SIM (Surat Izin Mengemudi — the Indonesian driving licence) applies to applicants who have never held a SIM in the class being applied for, and to SIM holders whose licence has passed its validity period.
Core Requirements
Applicants must meet three groups of requirements: administrative (identity and completeness of the documents), medical (physical and mental fitness), and competence (passing the theory and practical tests). All three are mandatory; there is no official mechanism that skips any of them.

Medical and Psychological Tests
The certificate of physical fitness is issued by a doctor, while the certificate of mental fitness is obtained through a psychological test. Both must still be valid at the time the documents are submitted. Some Satpas (police driving licence issuing offices) provide these tests on site and others do not — check availability before you come.
If You Do Not Pass the Tests
Not passing the theory or practical test does not mean the application lapses. Applicants may retake the test after the interval set by the Satpas, without repeating the PNBP (Penerimaan Negara Bukan Pajak — non-tax state revenue) payment, as long as the registration is still valid. The technical rules on this interval may differ between Satpas offices.
Warning
All payments are made at an official counter or through a bank persepsi (an appointed state revenue collecting bank) and are accompanied by a deposit receipt. There is no official fast-track route. Offers of services promising that a SIM will be issued without the tests are an illegal practice and harm the applicant.

- Original Kartu Tanda Penduduk (KTP — the Indonesian national identity card) and a photocopy
- Certificate of physical fitness from a verified doctor
- Certificate of mental fitness (psychological test)
- Passport photo and biometric recording (carried out at the Satpas)
Service Procedure
- Prepare the documents: the original KTP and a photocopy, a certificate of physical fitness from a doctor, and a certificate confirming that you have passed the psychological test.
- Register through the Digital Korlantas Polri application (the official app of the National Police Traffic Corps) or come directly to the Satpas and take a queue number.
- Submit the documents at the registration counter for verification by the officer.
- Pay the SIM issuance PNBP for the relevant class through a bank persepsi or an official payment counter.
- Take the theory test. If you do not pass, the test may be retaken according to the schedule set by the Satpas.
- Take the practical test after being declared to have passed the theory test.
- Complete biometric identification: photograph, fingerprints, and digital signature.
- Wait for the printing, then receive the SIM at the handover counter.

Frequently Asked Questions (FAQ)
Can a new SIM be applied for entirely online?
Initial registration can be done through the Sinhar/Digital Korlantas application, but the theory test, the practical test, and biometric identification still require attendance in person at the Satpas.
What happens if I fail the practical SIM test?
Applicants who do not pass are entitled to retake the test according to the retest schedule set by the Satpas, without paying the issuance PNBP again.
Is the psychological test mandatory?
Yes. The psychological test is a mandatory mental fitness requirement under Perpol No. 5 Tahun 2021.
